The legislation, incidentally, includes $30 million in additional funding for a school voucher program for students with disabilities.

Scott said he will sign the bill at 3:45 p.m.at a private school in Orlando because it increases school choice options for parents.

HB 7069 stirred up a storm of contention between traditional public school advocates and school choice supporters.

"It would remove school district discretion on the spending of Title 1 dollars, which would have dire implications for our most vulnerable students experiencing poverty", a statement from Orange County Public Schools said. Charter-friendly provisions are scattered throughout the bill, such as one that requires traditional public elementary schools to provide recess to students (without resources to expand the school day) but exempts charters from the same mandate.

"It's hard to say if we could have done anything differently", Couch said. "At best this is malpractice".

This assault on public education never should have been approved by the Legislature, much less become law. Joined by public school teachers, parents, PTAs, administrators and many school board members, they had urged for weeks that Scott veto the bill.

The budget contains $121 million for new programs to allow universities to hire "world class" professors and researchers and to reward top-performing medical, law and business schools.

Rumors say that Scott will sign HB 7069 later this week, but officially the governor maintains that he hasn't made a final decision.

"I thank Governor Scott for signing Senate Bill 7022 that, among other things, provides state law enforcement officers, correctional officers and all state workers a well-deserved and overdue pay raise".

"He has a bill I am reviewing, 7069, because he believes it is going to improve our education system, which is important to me, which is important to everybody", said Scott.

Scott on Wednesday vetoed an overhaul of the state's higher education system that is a top priority for Senate President Joe Negron. It passed the state Senate by one vote as a handful of Republicans joined Democrats in opposing it.
