The Islamic State (IS) terror group has claimed responsibility for the attack through its Amaq news agency, according to the US-based Site Intelligence.

Detectives used CCTV images from the station and train to single out the suspect believed to have planted the home-made device, but were still working to identify the bomber.

Authorities are treating the bombing as a terrorist attack. She later raised the United Kingdom treat level to "critical", meaning that it is believed another attack is imminent.

The 21-year-old was arrested in the suburb of Hounslow in London's west just before midnight (local time), the Metropolitan Police force said in a statement.

The Independent reported that the man was arrested in the departure area of the port of Dover under the Terrorism Act on Saturday morning by Kent Police.

Witnesses said the carriage was engulfed in flames, and dozens of passengers were trampled as they tried to escape. "The police have made very good progress but the operation is ongoing", said interior minister Amber Rudd, adding that the threat level remained at "critical".

Friday's device reportedly contained the explosive triacetone triperoxide (TATP) and nails, but is thought to have only partially detonated from inside a bucket.

The attack was the latest in a series in terror attacks in London this year, including the Westminster Bridge attack in March, and the London Bridge attack in April. The London Ambulance Service said 18 people have been taken to hospital, and four more reached there on their own.

None of the injuries are thought to be life-threatening.

It is not yet known whether the bomb went off at its intended target.
