The amendments require the approval of President Uhuru Kenyatta, whose ruling party sought the changes after the Supreme Court nullified Mr Kenyatta's election in August and ordered a new vote.
Following a meeting at the Bomas of Kenya on Wednesday, the electoral commission agreed to comply with the High Court order directing that other candidates who participated in the August presidential poll be allowed to take part in the repeat election.
In Nairobi on Wednesday, Odinga said election officials stalled on actions, "creating an illusion of motion without movement".
Protests have been taking place nearly daily since the decision in a country that still has grim memories of post-election violence, with a disputed 2007 poll prompted politically motivated tribal clashes that left some 1,100 dead.
That judgement stated that if a candidate dies or withdraws from the fresh election, the IEBC must begin presidential nominations from scratch. Protesters threw stones and were met with police tear gas.
Odinga said he was not contesting in the October 26 re-run because he did not expect the process to be fair and transparent, a decision that had plunged Kenya into uncharted waters.

Tension between Kenyatta's ruling Jubilee Party and Odinga's opposition party have risen since the initial August election.
