In July, Moscow wanted 455 to reduce number of diplomatic and technical personnel working in Russian Federation to United States after tension of relations between two countries, 60 per cent.

"The Russian side will decide on retaliatory measures", Ms Zakharova said.

People walk past the Consulate-General of Russian Federation in San Francisco, California on December 29, 2016.

The Russian Embassy to the United States said on its Russian-language Twitter account that flags were "stolen" from the building, and called it "the latest shameful event" in a series of tit-for-tat diplomatic reprisals between the countries this year.

"Russia sent a protest note to the American side with respect to the removal of Russian flags from the diplomatic properties in San Francisco, which are now under the control of the United States authorities", the statement said. We perceive this as an "extremely unfriendly move, the statement said".

Washington ordered Moscow to vacate the consulate and Russian trade annexes in Washington and NY at the beginning of September, steps meant to produce parity in the sizes of the Russian and USA diplomatic missions. The US set a deadline of October 1 for diplomats from the consulate general in San Francisco to pack their belongings.

According to Zakharova, the statement from the US State Department which said that no one deprived Russian Federation of the rights for those buildings was "outright hypocrisy". During the recent months, Russian representatives have been denied access to five objects of the Russian diplomatic property in the United States.

In September, US authorities ordered the closure of three Russian consular offices, including the consular office in San Francisco and launched major searches in the buildings once they were vacated.

In late August, the United States ordered Russian Federation to close its consulate in San Francisco and two other installations as relations between the two former Cold War enemies took another dive. In addition, US officials said that the US State Department ensures the safety of the Russian diplomatic property and keeps it in order accordingly.

"Russia demands an immediate return of the flags, the embassy added".

He pledged that the State Department is responsible for the safety of these facilities and is maintaining them in due condition. However, the Diplomatic Security Service of the US State Department and its foreign missions department have taken the objects of the Russian diplomatic mission under control.
