FBI data shows hate crimes appeared to drop in Wisconsin

The FBI has reported an increase in hate crimes in the USA for a second consecutive year, with Hindus and Sikhs among those targeted in the more than 6,000 incidents of crimes motivated by biases towards religions, race, ethnicity and sexual orientation.

Hate crimes rose for the second straight year in 2016, with increases in attacks motivated by bias against blacks, Jews, Muslims and LGBT people, according to Federal Bureau of Investigation statistics released on Monday.

That figure comes to about 18.2 hate crimes per million Americans, meaning that the rate of hate crimes increased by about 3.8 percent between 2015 and 2016.

That distribution tracks closely with the data from 2015, which found 59.2 percent of hate crimes reported that year were based on the victim's race, ethnicity or ancestry. There were two crimes motivated by a victim's religion and two by a victim's gender identity. Over half of the religion-related offences were anti-Jewish, while a quarter were anti-Muslim, according to the data.

Most hate crimes, about 27 percent, happened at residences. Most of the crimes came in the form of intimidation, assault, or vandalism. Half of those incidents were targeted at African Americans, while a further 20.5 percent were attributable to anti-white bias.

Wisconsin reported 34 hate crimes past year. But authorities have long warned it is incomplete, in part because it is based on voluntary reporting by police agencies across the country. 26 percent of the crimes were connected to bias against women, while 10 percent of the crimes were connected bias against males. "In reality, a hate crime must first involve an underlying criminal act which can be prosecuted", Curry said. "They not only hurt one victim, but they also intimidate and isolate a victim's whole community and weaken the bonds of our society". In all, nine murders and 24 rapes were reported as hate crimes.

Of the 7,615 overall hate crime victims in 2016, 4,720 of them were against people.

"The Department of Justice is committed to ensuring that individuals can live without fear of being a victim of violent crime based on who they are, what they believe, or how they worship", said Attorney General Jeff Sessions in a statement.
