The UN refugee agency on Tuesday urged Australia to accept New Zealand's offer to resettle 150 refugees from an abandoned Australian-run detention centre in Papua New Guinea, as about 450 men remain barricaded inside without food or water.

DESPITE setting another deadline for the 379 refugees and asylum seekers at the Manus Island regional processing centre to leave yesterday or face forcible eviction, Manus police commander David Yapu says force will not be used to move them.

Mr Turnbull opted not to take up the offer, but did not rule out accepting the deal at a later stage. "I see the need and the role New Zealand needs to play", she said.

"What I do know is that one of the concerns the Australians will have is if these people come to New Zealand and they get residence here, and then of course because New Zealanders have pretty much free access into Australia they have back-door way into Australia".

Earlier on Monday two Australian politicians spoke out against New Zealand's offer.

"What Australia is doing is inhumane, and that is why we are here locking down the Australian high commission".

Speaking at the APEC Summit in Vietnam on Saturday local time, the Prime Minister of New Zealand said the unfolding stand-off between refugees and PNG immigration officials was unacceptable.

John Key first made it to then Australian leader Julia Gillard in 2013.

The approximately 420 asylum seekers and refugees choosing to remain at the now-closed Manus Island processing centre have been without food, water or medical supplies for nearly two weeks.

Mr Trump has called it a "dumb deal" but Mr Turnbull said it is Australia's priority over New Zealand's offer. The crowd were watched by a dozen police but their demonstration ended peacefully.

The confrontation has drawn global attention to Canberra's tough immigration policy, under which asylum-seekers who try to reach Australia by boat are sent to remote Pacific camps on PNG's Manus Island and the island nation of Nauru.

Their intention was to make staff at Australia's High Commission acknowledge and question their government's actions, spokeswoman Emma Cullen said.
