According to the account detailed in the letter, the whistle-blower had a conversation on Inauguration Day with Alex Copson of ACU Strategic Partners, a company that hired Mr. Flynn in 2015 as an adviser to develop a plan to work with Russian Federation to build nuclear power plants throughout the Middle East. Mr. Flynn served as an adviser until June 2016.

Flynn also informed the associate that his business partners could move forward with their project, which aimed to construct a network of nuclear reactors across the Mideast with support from Russian and other global interests, the whistleblower said. Copson is the managing director of ACU Strategic Partners, a Washington-based company that Flynn said he advised from April 2015 through June 2016, according to a financial disclosure he filed this August.

An attorney for Flynn did not respond to a request for comment from CNBC.

While Flynn's agreement last week to plead guilty and cooperate with special counsel Robert Mueller's investigation largely insulates the retired lieutenant general from further legal jeopardy, the whistleblower's allegations raise new concerns about the extent to which Flynn may have blurred his private and public interests during his brief stint inside the White House.

The whistleblower said Copson showed him his phone with Flynn's text message; it was sent at 12:11 p.m., about 10 minutes into Trump's inaugural speech.

Copson, according to the whistleblower, said Obama's sanctions had "f**ked everything up in my nuclear deal with the sanctions". Once Flynn started at the White House, federal regulations prohibited him from working on any matter he served as a "consultant" on during the previous year, according to the Office of Government Ethics.

Copson had promoted a succession of nuclear projects created to include Russian participation dating back to the 1990s.

"I do not bring this whistle-blower to your attention lightly", Cummings said.
