The Indian Premier League Governing Council along with the Committee of Administrators (CoA) met in New Delhi on Wednesday to discuss IPL Player retention policy, salary cap, player regulations and other related issues.
As per the report by the Indian Express, one franchise was reportedly on the side of retaining as many as five years, while another proposed retention of one player per team. There was a lot of confusion over whether the franchises would get to retain players or not.
It is learnt that the franchise needs to include a minimum of three Indians among their five retained players. For Dhoni and CSK fans, it means that MSD will don the yellow jersey once again.
Salary budgets for IPL teams have also been hiked to Rs 80 crore from Rs 66 crore for the 2018 season. For example, if CSK chooses not to retain Dhoni directly and he is placed on auction instead, CSK will have the right to match the highest bid for him and retain him that way. Under the retention and RTM clauses, CSK and RR have been allowed to take players who played for them in the 2015 edition of the tournament and who were part of the Rising Pune Supergiant (RPS) and Gujarat Lions squads in IPL 2017.
Both the teams were banned from the IPL for two years (2016 and 2017) over matching fixing and betting charges. The purse will increase to Rs 82 crore in 2018 and to Rs 85 crore for the 2020 edition.

In October this year, the IPL governing council floated a proposal, stating that CSK and RR can retain players who moved to Rising Pune Supergiant and Gujarat Lions for two years following a draft.

The teams will be allowed to buy back five players with options of two retentions and three Right to Match or three retentions and two Right to Match.
