Merkel struggles to lure coalition partners back

SPD leader promises to push Germany to embrace Macron

He believes that coalition talks with the Socialists could start next week, if the party members decide that direction, but these won't be finalized until the end of February or even the start of March.

The leader of Germany's center-left Social Democrats sought his party's support Thursday to open talks with Chancellor Angela Merkel's conservatives on extending their governing coalition, or at least backing a minority government.

"The SPD is needed for a just and innovative Europe", he said.

The former European Parliament president called for a eurozone budget to boost investment and growth in Europe, and a European finance minister who would curb "tax dumping".

Pointing to Poland, whose right-wing government has risked censure from Brussels over human rights issues, and Hungary, which is becoming increasingly isolated, Schulz said that the draft constitution would be presented as an ultimatum.

"The truth is, we want to reach the climate goals and that will only work by ending coal-fired power generation", SPD leader Martin Schulz said. "It is the only chance we have to keep up with the other great regions of the world".

Schulz said only a more united European Union could meet major challenges such as combating climate change, managing mass migration or stopping multinational companies from dodging taxes.

Nonetheless, the SPD is holding a three-day congress this week and will ask members' permission to start coalition talks with the Conservatives.

Schulz has said any decision would first have to be put to the party's rank and file in a vote, meaning that any exploratory talks could not begin before January, and any grand coalition that was agreed on would not be likely to come together before Easter.

Michael Broening of the SPD-linked Friedrich Ebert Foundation said the Social Democrats "once again find themselves in a Catch-22 situation". But he met the fate of Merkel's previous challengers, with a campaign losing steam amid a string of regional poll defeats.

Schulz apologised for the poor result but said he could not "turn back the clock", vowing to drive a rejuvenation of the SPD so "we can do a better job". Any final deal will go to SPD members for a vote of approval.
