He said that "these are testing years for democracy", with an "everyone against everyone else" mentality spreading in world politics - "right now in trade policy".

Angela Merkel is officially re-elected as the German Chancellor with the majority of lawmakers in the lower parliament backing her candidacy in a vote on Wednesday.

"It is a good start for Germany to have a stable government ... after so many months, there is now a big incentive to get down to work with energy", Defense Minister Ursula von der Leyen said, according to Reuters.

Wearing a white blazer, she said "I accept the vote" and beamed happily as applause filled the Bundestag chamber, where her scientist husband Joachim Sauer and her 89-year-old mother Herlind Kasner were among the well-wishers.

The agreement by the SPD guaranteed Merkel a fourth term in office. There were nine abstentions.

The conservative bloc only turned to the SPD to prolong the "grand coalition" that has governed Germany since 2013 out of desperation, after talks on a three-way alliance with two smaller parties collapsed last November.

An often-awkward ally to Merkel, the leader of Bavaria's Christian Social Union party becomes Germany's top security official.

The party surged into third place in the election with 12.6% of the vote, the first time in decades that a far-right, openly nationalist party had won seats in Germany's federal parliament.

Merkel will head a much-changed new Cabinet.
