It's mostly about how developer, Hangar 13 were unsatisfied with how the game was received and how they felt they lost their way during development.

According to Kotaku's Jason Schreier when interviewing developers at Hangar 13, the developers behind Mafia III, for a story an unnamed studio was working on a new installment in the BioShock franchise codenamed "Parkside".

BioShock: Infinite was the latest title in the franchise, and the first person shooter was instantly hailed for its incredible journey into Rapture with stunningly detailed characters and immersive twists. "It was all very tight-lipped".

Unfortunately for fans of the series, it still sounds like the game may be a ways away from launch. This is because a 2K studio of some kind is now working on the game as we speak.

Friday Morning: Front marching our way with storm chances
Today the hazards include strong winds, very high to extreme fire danger, and the risk for severe storms anytime in the afternoon. Winds will gust around 25-30 miles per hour but vary in direction depending where you are as the cold front pushes through.

Among other details I learned while reporting this story: Right next to Hangar 13, a top-secret 2K studio is now working on a top-secret new BioShock game.

Since then, the studio has "floundered" as it tries to figure out what its next project should be, with ideas like a fourth Mafia set in Las Vegas during the 70s, a spy game set in Berlin in the 80s, and a music-fueled action game ultimately being abandoned. It remains to be seen just how many of them will be involved with this new BioShock, but we're just going to have to wait for an official announcement somewhere down the line. Of note, Take-Two's November 2017 fiscal report teased that a "highly anticipated new title" in "one of 2K's biggest franchises" will be released on March 31, 2019. Of course, money talks, and the BioShock games have sold over 25 million copies, so it seems the series may be coming back.

So now we know that Bioshock is returning, but will it be at E3 this year?
