Early Voting: Those without a vote-by-mail or absentee ballot can vote in-person from 8:00 am to 5:00 pm at the Elections Office, starting May 7th. All told, there are 84 candidates on primary ballots, the most since 1984, and there are seven open seats, the most since 1976, when Pennsylvania had 25 seats in the U.S. House.

The justices redrew the boundaries with the help of independent experts after Democratic Gov. Tom Wolf rejected a proposal drawn by Republican legislative leaders as unfairly skewed in their party's favor.

One U.S. Senate seat is up this year - Democratic Senator Bob Casey (no one is running against him in the primary) will face whoever wins the Republican primary (either Lou Barletta or Jim Christiana). Roberts is now District 126 state representative, but he did not run for re-election in order to pursue the seat in Congress. Crenshaw is a retired Navy SEAL. The victor will face Democrat Malcom Cherry.

Four Republicans are running in the primary. In any case, there are many serious candidates running in this year's congressional primaries, and some question the fairness of the process.

Return voted vote-by-mail ballots directly to the Elections Department or place in one of the postage-free official ballot drop boxes located in front of the Elections Department office, Redding City Hall, Anderson City Hall, and the Shasta Lake Community Center. They are vying to replace Republican state Rep. Matt Castlen, who is running for the state Senate.

Republicans held a 13-5 advantage in the delegation after the 2016 election.

Under the new boundaries, Democrats expect to flip two seats while three others are considered toss ups. Republicans now control the House, 121-82, and the Senate, 36-14.

The deadline to register to vote in the primary is May 21.
